GP refusing registration outside catchment area

The rules in England:
In England, GP surgeries have the option to register patients who live outside their agreed practice boundary. This is known as out-of-area registration. However, this is entirely voluntary for the GP practice. They are not forced to accept you.

If an English GP surgery does decide to accept you as an out-of-area patient, they will do so on the strict understanding that they will not provide you with home visits. If you are ever too ill to go to the surgery, you would need to rely on NHS 111 to arrange local services for you at home.

A surgery in England might legitimately refuse your out-of-area registration if they feel they do not have the capacity to take on new patients safely, or if they decide it is not clinically appropriate for you. For example, if you have complex health needs that might require urgent local care or regular home visits, they will likely say no.

The rules in Wales:
In Wales, the system is less flexible. GP practices have clearly defined catchment areas, and you usually must live within that boundary to register. If you live outside the area, or if you move away from it, the surgery will broadly expect you to register with a new practice that covers your new address.

Practical next steps:

1. Ask the surgery directly. If you are in England and have a strong preference for a particular surgery, ask their reception team if they operate an out-of-area registration scheme. It can help to explain why you want to join them, for example, if the surgery is right next to your workplace and it would be easier for you to attend appointments.

2. Check the NHS websites. If the surgery says no, or if you live in Wales, the easiest practical step is to use the Find a GP service on the NHS website for England, or the NHS 111 Wales website. These tools allow you to enter your home postcode and will show you a list of surgeries whose catchment area definitely covers your address.

3. Ask for help getting assigned. GP surgeries are not allowed to refuse you purely on grounds like race, gender, or medical condition. If you are repeatedly refused by surgeries that do cover your area, or if you simply cannot find a local GP, you can contact NHS England or, in Wales, your Local Health Board. They act as the local NHS administration and have a duty to ensure you have access to a doctor. They can step in and formally assign you to a nearby practice.
